Canada’s immigration backlog has dropped by 2.4 million, according to new data from Immigration, Refugees and Citizenship Canada (IRCC).
After July 2021, inventory across all lines of business has progressed as follows:
November 3, 2022: 2,411,388 people
30 September 2022: 2,600,000 Individuals (full form by IRCC)
August 31, 2022: 2,583,827 people
July 15-17, 2022: 2,679,031 people
June 1-6, 2022: 2,387,884 people
April 30 to May 2, 2022: 2,130,385 people
April 11-12, 2022: 2,031,589 people

December 15, 2021: 1,813,144 people
October 27, 2021: 1,792,404 people
July 6, 2021: 1,447,474 people

Current inventories
The citizenship list stands at 331,401 applicants as of October 31, compared to 351,964 on October 3.

The list of permanent residents stood at 506,421 as of Nov. 3, up from 505,562 as of Oct. 3.

Also on November 3, the list of temporary shelters stood at 1,537,566 people, compared to 1,651,649 people as of October 3.

Therefore, two of the three major categories have declined, with the largest decrease in the inventory of temporary housing.

Express Entry and PNP Inventory
As of November 3, 39,589 Express Entry applications are waiting in the queue.

IRCC has resumed invitations for Express Entry candidates from all programs till July. The draw was limited to candidates in the Provincial Nominee Program (PNP) between September 21, 2021 and July 6, 2022 as IRCC struggled to meet its service standards of processing Express Entry applications in six months or less. was The pause in Express Entry invitations for Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) candidates enabled IRCC to reduce the Express Entry inventory and the Department to meet its six-month service standards for these individuals. have returned who have received an invitation for permanent residence. Family class inventory
Inventories for all family class immigration programs are up to 128,112 from 125,488 on October 3.

The spouse and partner program has one of the largest inventories among all lines of business, at 61,118, the smallest increase since Oct. 3.

The Parents and Grandparents Program (PGP) has a list of 55,653 people, compared to 53,530 people awaiting decisions in October.

Service standards
According to IRCC’s webpage that tracks the inventory of applications across all lines of business, IRCC had 2.6 million applications in its inventory on September 30. Of these, 1.1 million were within service standards and 1.5 million were considered backlog. This means that during the last month, IRCC has made some progress towards reducing the backlog.

IRCC’s goal is to process 80% of applications within service standards across all lines of business, or IRCC’s goal for average application processing, depending on the immigration program.

The quality of service differs from the actual amount of time that IRCC takes to process applications. Requests that are not processed within the service standards for their program are considered backlogged.

Each application has a different quality of service. For example, as noted above, the standard for applying for permanent residence through the Express Entry program is six months. This is longer for other business economy class lines. IRCC states that its service standard for spousal and child family class sponsorship is 12 months.

Temporary residence applications have service standards that range between 60-120 days depending on the type of application (work or study) and whether it was submitted from within Canada or abroad.

IRCC is working on the backlog.
IRCC has acknowledged the backlog and said it is taking steps to improve the speed of processing applications.

The department aims to have less than 50% backlog across all lines of business by the end of March 2023. To eliminate the backlog on schedule, IRCC on September 23 began transitioning to 100% digital applications for permanent residency programs, along with residency. Designed for those who are unable to apply online.

The transition also includes citizenship applications, which are now 100% online for all applicants over the age of 18. IRCC aims to digitize all citizenship applications, including those for children under 18, by the end of this year.

IRCC has also invested $85 million to hire 1,250 new staff by the end of the fall to increase processing capacity and said it is modernizing and streamlining the system.
